The Mayor
  • is elected by the citizens of New York City every 4 years.
  • appoints one or more deputy mayors and the heads of all city agencies, except where otherwise specified by law.
  • must sign every bill for it to become a law.
  • proposes the city's budgets to the City Council.
  • is responsible for the operation of the city and the delivery of city services.
  • is responsible for developing strategic policy for the city.

    Public Advocate
  • is elected by the citizens of New York City every 4 years.
  • presides over the City Council, and votes in the Council in case of a tie.
  • is designated by the Charter to succeed to the Mayoralty until the next general election when the Mayor's office becomes vacant.
  • is charged with monitoring the operations of the public information and service complaint programs of city agencies.

    The Comptroller
  • is elected by the citizens of New York City every 4 years.
  • has the ability to audit and investigate all matters relating to or affecting the finances of the city”.
  • advises the Mayor and the City Council on the financial condition of the City and recommends fiscal policies and financial transactions for the City.
  • establishes a regular auditing schedule for city agencies to assure that one or more aspects of an agency’s program is audited at least once every four years.

    Borough Presidents
  • are elected at the same time as the city-wide officials to serve a 4 year term.
  • as mandated by the Charter, must participate in the budget making process of the City.
  • each appoint one member to the City Planning Commission and to the Board of Education.
  • appoint all members of Community Boards and Chair Borough Boards.
  • are required to prepare a Strategic Policy Statement for the borough, every four years, which is then considered by the Mayor.

    Council Members
  • are elected at the same time as the city-wide officials, by voters in each Council district (who respectively elect one council member), to serve a 4 year term.
  • collectively set their own rules and procedures, establish committees, and pass their own budget.
  • elect a Speaker among their members. The Speaker is the operational head of the Council.
  • adopt all local laws and the City’s budgets.
  • collectively set the annual real estate tax rate and can levy other taxes if approved by the State Legislature.

    Borough & Community Boards
  • consist of non-salaried volunteers who serve a 2 year term.
  • members are appointed by the Borough President of the borough in which the board is located.
  • appointees, one half of each board, are nominated by the City Council members whose districts coincide with the board’s district.
  • chair is elected by the Board from among the members.
  • set budget priorities for their districts
  • monitor service delivery and provide the Mayor with an annual statement on recommendations for programs, projects or activities to meet their district’s needs.
