Redistricting Forum, 2011

Redistricting: An Introduction

The 2010 census results will provide data on population shifts at the national and state levels that will be used to redraw Congressional, State Senate and Assembly, and New York City Council districts which will prevail for the next ten years. New York State will lose two Congressional seats, and changes in population distribution within the state will result in important changes in the remaining district lines. The redistricting process should be removed from partisan influences which have dominated in the past. The League believes that the new lines should be drawn by an independent, non-partisan commission, not by legislators who have a vested interest in preserving their own political careers and promoting the dominance of their respective parties. We also believe that the process should be completely transparent and that the public should be allowed to participate at every stage. Since its founding over 90 years ago, the League has stood for fair and equitable representation for New Yorkers.

Redistricting Q&A Brochure

NYS Legislative Task Force on Demographic Research and Reapportionment

The Task Force on Demographic Research and Reapportionment (LATFOR) was established to research and study the techniques and methodologies to be used by the U.S. Commerce Departments' bureau of the Census in carrying out the decennial federal census. The Task Force provides technical plans for meeting the requirements of legislative timetables for the reapportionment of Senate, Assembly and Congressional districts and conducts research projects relating to the collection and use of census data and other statistical information. Summary of work we have done

The Legislative Action Committee has been reaching out to the community to advocate for non partisan redistricting. Redistricting study and advocacy has long been a League priority. This year's effort is even more rigorous because there will be substantial changes in the lines of election districts due to the loss of two electoral districts mandated by the 2010 Census and because there is a new allocation of those incarcerated to their last known residence.

The Committee joined with the Brennan Center and the Women's City Club to present a public forum on redistricting on February 24th. The forum included background information on the importance of nonpartisan redistricting, a presentation by film maker Jeff Reichert of film clips from his recent highly regarded documentary about Gerrymandering, a discussion by Assemblyman Jeffries (who was, himself, the target of partisan redistricting), and experts from the Brennan Center.

We testified at the State Senator Dilan's Committee Hearings on Redistricting in New York City on Tuesday, December 14. (The State League spoke more extensively in the second round of hearings in Albany on December 16.)
